Note: This version is completely offline, it cannot access PSA servers. For some recent cars, it is also possible
make remote encodings that do not require downloading files from the PSA server.
I have tested these laptops on some cars. Ex: Manual telecoding done successfully on Peugeot 308 2019 ECU.
